U.S. Civil Space Industrial Base

Your organization is required by law to complete this survey of the supply chain supporting the civil space industrial base, especially NASA and NOAA affiliated systems and subsystems, including related products and services.

This survey is intended to cover all space-related activities (i.e. any activity which affects space-sector business) at the corporate/whole organization basis.

DO NOT include any classified information in your survey response; however, unclassified information about classified programs should be included. Follow any and all procedures related to the protection of classified information that are in your contracts with U.S. Government agencies.

Keep a copy of the survey on your computer during and after completion, both for your internal records and to assist in any edits and/or additions necessary after your initial survey submission.

Your participation in this survey is only deemed complete after your organization receives an email from the CSIB compliance team indicating your survey meets compliance standards.

Do I need to fill out every section?

Yes. All sections of this survey are required, and directions should be closely followed to avoid reporting errors. However, your responses from earlier tabs flow through to auto-populate later tabs, which means certain sections will be greyed out and thus not required. Every section of the survey has a comment box if you need to further clarify or explain your responses.

Who at the organization should complete this survey?

The survey will most likely be completed by a combination of people in different positions of your organization contributing, such as Chief Technology Officer, product managers, engineers, Human Resources, etc. However, a certifying official (e.g., president or general counsel) must be named, etc. Please remember that the survey tabs are linked to auto-populate subsequent tabs and the survey must be completed in order.

How long will it take to complete this survey?

The average time to complete the survey is 16 hours, but some organizations will take significantly shorter or longer. CSIB support staff is available Monday-Friday from 8:30am - 5:00pm Eastern Time to answer questions and provide assistance.

How is OTE protecting this information?

All data is deemed confidential, barred from public release other than in aggregate form and is exempt from FOIA requests. OTE partners with the U.S. Census Bureau to ensure secure survey transmission, and analysts reviewing survey data have signed a non-disclosure agreement.

Is this survey an annual/repeated collection?

No. This is a one-time survey performed by the OTE in partnership with the National Aeronautics and Space Administration (NASA) and the National Oceanic and Atmospheric Administration (NOAA).

Has OTE conducted similar studies in the past?

Yes. Since 1986, OTE has conducted over 60 assessments and 150 surveys on a wide range of topics, including the U.S. defense industrial base, healthcare products, information and communications technology (ICT), microelectronics and semiconductors, NASA’s rocket propulsion sector, and strategic materials, among others. Can my organization be exempted from this survey?

If your organization has been identified and contacted, this survey must be completed. If you believe your organization has been mistakenly identified or is no longer relevant to this survey (i.e., no longer participates in CSIB), contact CSIB support staff at CSIBsurvey@bis.doc.gov.
